This programme is jointly funded by POGO and the Scientific Committee on Oceanic Research (SCOR) and aims to promote training and capacity building leading towards a global ocean observation scheme. The primary goal of the programme is to enhance sustained ocean observations and their applications.  Since its launch in 2001, the programme has been highly successful, with 200 fellowships awarded.

The fellowship programme is open to early-career scientists, technicians, postgraduate students (preferably PhD level), and post-doctoral fellows involved in oceanographic work at institutions in developing countries and economies in transition. Applicants must also be citizens of developing countries or economies in transition, as defined by the Development Assistance Committee (DAC) of the OECD. A list of eligible countries can be found in the right-hand menu. Priority is given to applicants with limited international experience.
